Question:
Our sister (M. S. 'A.) from the Hashemite Kingdom of Jordan asks her final question, saying: Is it permissible for me to cut off my brother's daily allowance because he does not pray?

Answer:
If you see benefit in doing so, perhaps he will repent, perhaps this cutting off will lead him to reform; then that is good. But if he is poor and does not care about this cutting off, then if you are kind to him, perhaps that is closer to salvation, perhaps Allah will guide him through that means.
The point is that you should do what is best. If you see that cutting off is best, then cut it off. If you see that continuing to give gifts and being kind to him is best, perhaps he will repent, perhaps he will find the right path; then do that. Do what is best in your independent reasoning and belief.
