Question:
He says: An unmarried girl does not pray. Her father tells her: “Pray,” but she does not obey him and does not do what he says. So upon whom does the responsibility for this girl fall? May Allah reward you with good?

Answer:
It is upon her father and her brothers; they must take action against her, even by beating her, until she straightens out and prays. If she does not straighten out, her case is referred to the court. She is given the opportunity to repent; if she repents, otherwise she is killed. Her case is referred to the Shari'ah court. If she repents and Allah guides her, praise be to Allah. Otherwise, it is obligatory to kill her, because whoever abandons prayer is given the opportunity to repent; if he repents, otherwise he is killed by the authority. The court acts on behalf of the authority.
It is not permissible for her father to remain silent about it, nor for her brothers, nor for her uncles. Everyone must take action against her, perhaps Allah will guide her through their means. There is no objection to her father beating her, or her brothers beating her in a way that causes her to turn away from falsehood. Perhaps Allah will guide her thereby. If that does not work, it is obligatory to refer her case to the court so that the Shari'ah ruling is carried out against her. Yes.
