Ruling on slaughtering the 'Id sacrifice in a place other than the sacrificer's location, or sending its value

Question:
A letter written in the handwriting of the people of the Maghreb, and its author says: Mahfudh ibn Muhammad Mahmoud asks and says: A Muslim residing in a non-Muslim country, if he slaughters the 'Id sacrifice, may not find a needy person to feed from it. He sees that he should send its price to the poor Muslims, or have it slaughtered in their land. What is your comment on this? Please inform us, may Allah reward you with good?

Answer:
There is no objection to that if he sends it to be slaughtered there; this is good through trustworthy people. And if he sends its value, there is nothing wrong with it. But it is better for him to slaughter it where he is, if he can find someone to eat from it among his companions and brothers. He establishes the Sunnah in his location in the Muslim minorities, and he gives to his brother students and Muslims, and he gives from it to the disbelievers. There is nothing wrong if they are not at war with Islam... safe and not at war with Islam; because it is voluntary charity.
And if he sends it to the poor in Africa, or to the mujahideen in Afghanistan, or sends its value, there is nothing wrong if he does not have anyone with him to eat from it and benefit from it. Yes.
