Question:
You say: In the month of Ramadan, we have the pre-dawn meal a third or half an hour before the adhan, and the adhan is called while we have not finished our pre-dawn meal, so we eat while the adhan is being called. Some people said: Abstention begins upon hearing the adhan, and some said: The best time for the pre-dawn meal is at the time of the adhan so that it is delayed, even though we do not know whether the adhan is a little before the appearance of dawn or at the appearance of dawn. What is the ruling on what we did?

Answer:
The Sunnah is to delay the pre-dawn meal to the end of the night, but it should be brought forward before the adhan so that the one having the pre-dawn meal finishes before the adhan. It is established that the Prophet (peace and blessings be upon him) had the pre-dawn meal at the end of the night, and then they stood up for prayer after the pre-dawn meal. Anas was asked about that: How much time was there between the adhan and the pre-dawn meal? He said:
The measure of fifty versesقدر خمسين آية
.
The point is: Delaying is better, but it must end before the adhan. If one eats while the adhan is being called, there is no blame on him if he does not know that dawn has appeared. However, if he knows that dawn has appeared, like the one in the desert who sees the dawn, he does not eat when he sees the dawn, even if the adhan has not been called, for the criterion is the dawn; because Allah (Exalted and Majestic is He) said:
And eat and drink until the white thread of dawn becomes distinct to you from the black thread [of night]وَكُلُوا وَاشْرَبُوا حَتَّى يَتَبَيَّنَ لَكُمُ الْخَيْطُ الأَبْيَضُ مِنَ الْخَيْطِ الأَسْوَدِ مِنَ الْفَجْر
[al-Baqarah: 187], meaning: from the dawn.
So if one does not know whether the adhan is for the dawn or not, he may drink or eat with the adhan, but leaving this is safer and more appropriate. And if he brings it forward and finishes his pre-dawn meal before the adhan, that is the best and most appropriate; as a precaution for the fast and to avoid doubt. And the Messenger ﷺ said:
Leave that which makes you doubt for that which does not make you doubt.دع ما يريبك إلى ما لا يريبك
