The ruling on praying the Fajr prayer before its prescribed time, or based on what is called astronomical timing?

Machine translationRead the Arabic original
The Shaykh : In many countries, Muslims have abandoned their Shari'ah for sciences they claim to possess. We do not stand in the way of knowledge, but we do not demolish our religion and our Shari'ah. In Kuwait as well, they pray Fajr a third of an hour before the time, and Maghrib likewise. In Ta'if likewise, and in Madinah likewise.

The questioner : In Saudi Arabia generally.

The Shaykh : I am the one who knows Madinah. There is a building, stone or concrete... a third of an hour or half an hour before Fajr, to the east, up to the middle of the large roundabout that takes the traveler to the airport on the left.

The questioner : Yes, it is known.

The Shaykh : I stopped the car there on the side of the road to observe the dawn. I was in my car, and my son—also in his car—Muhammad.

The questioner : It is known.

The Shaykh : And perhaps a relative will come to us soon, if Allah wills. The important thing is that while we were waiting there, a police patrol came from the direction of the airport. I said to my companion, my wife was beside me, "No doubt now these people will reach us and ask us about our standing here, because it is suspicious." And indeed that was the case. First, they called my son who was behind me: "What is stopping you here?" He said, "By Allah, my father is in the car observing the rising of the dawn." He came to ask me the same question, and I gave him the same answer. He said, "This standing is problematic, meaning it is not desired, so we request you to depart." We told him, "Soon, if Allah wills." The important thing is that we sat there waiting until the true dawn appeared, and the adhan in the Prophet's Mosque had already been called a third of an hour earlier. From that day, I have not prayed in the Mosque. I pray in a mosque in a neighborhood, of course I do not know its name. Returning to the mosque on the right hand, in a neighborhood where there was a mosque, and around it most of them were Kuwaiti students of knowledge. So they were there praying the morning prayer after half an hour. I said, "This is the appropriate place for the Fajr prayer." The important thing is that this is a calamity in the Muslim world. I do not know how the scholars do not alert people to it. If you would also call the adhan, let us pray.

The questioner : Allah is the Greatest, Allah is the Greatest.

The Shaykh : Allahu Akbar, Allahu Akbar. I say: The best food is what enters the stomach without fear, especially for the elderly shaykh like me.

The questioner : May Allah keep you alive, Shaykh.
