Answer:
He is in danger, in danger of that, but the prayer is valid and suffices him; because the Messenger of Allah (peace and blessings be upon him) did not order him to repeat it. The one who prayed while letting his garment hang below the ankles was not ordered to repeat it. So his prayer is deficient, and he is not ordered to repeat it, but it is not permissible for him to let his garment hang below the ankles in any case, neither in prayer nor outside of it. Yes.
