Clarification of some rulings on shortening the prayer during temporary residence?

Machine translationRead the Arabic original
The Shaykh : And from this, rulings concerning the ruling on residence—specifically temporary residence—also branch out. Two men left a town as travelers, and both stayed in another town. One of them has the status of a traveler, while the other is a resident. Why? Because he has another wife there. He has another wife, and he moves from one wife to another. So, the fact that he found a wife who provides him with security, makes a home for him, and prepares his lodging means he takes on a ruling different from his companion’s, because the situation differs in some of its aspects. Therefore, we arrive at a very important conclusion: the rulings of travel, despite their precision, differ from person to person. Consequently, we do not burden a person with another person’s ruling, nor the reverse. Rather, the one obligated must adopt an opinion that his soul finds peace with and his chest opens to, and then proceed.
If he hits the mark, he has two rewards, and if he misses, he has one reward. فإذا أصاب فله أجران ، وإن أخطأ فله أجر واحد
This is my opinion on the matter.

The questioner : We can say that travel is what is considered travel in the custom of people, as some scholars have said.

The Shaykh : This is correct, but its basis is the intention.

The questioner: Yes.

The Shaykh : This is correct and certain, but the presence of the intention is necessary.

The questioner: Yes.

The Shaykh : Because I gave you two examples.

The questioner: Yes.

The Shaykh : The one who reached Aleppo, which is a travel distance, but despite that is not a traveler. So, referring to custom here is very necessary for the one who intended to travel. Yes, that is right. As for the one who did not intend to travel, he is not bound by this matter.
