Question:
The questioner, the brother Munthir (A. A.) from Libya, asks another question, saying: Is the place of the supplication in the prayer of istikharah before the taslim or after it? And is it permissible to raise the hands during that supplication?

Answer:
The supplication of istikharah is performed after the two rak'ahs; because the Messenger (peace and blessings be upon him) said:
Let him pray two rak'ahs, then let him make the supplicationفليصل ركعتين ثم ليدعو
. So first, one prays two rak'ahs, then he makes the supplication of istikharah. If he raises his hands, that is among the causes of the supplication being answered. Raising the hands is among the causes of the supplication being answered, as in the authentic hadith:
Your Lord is munificent and generous, and is ashamed to turn away empty the hands of a servant when he raises them to Himإن ربكم حيي كريم، يستحي من عبده إذا رفع يديه أن يردهما صفرًا
Mishkat al-Masabih 2244
. It is recommended for him to raise his hands, make the supplication, and persist in the supplication, hoping that his Lord will answer him, (Glorified and Exalted is He), and having a good opinion of his Lord . Yes.
