Question:
He says: Is the intention at the time of ihram necessary or not?

Answer:
The intention is necessary, for actions are by intentions. The Prophet (peace and blessings be upon him) said:
Actions are only by intentionsإنما الأعمال بالنيات
Therefore, one must intend Hajj or 'Umrah at the time of entering ihram from the miqat. Likewise, in Makkah, if it is the eighth day when he goes to Mina, he must intend Hajj as well and enter ihram. Actions are by intentions.
