Yes, it is not permissible to wear long garments in any case. Even if he says, "I am not arrogant," Allah has forbidden it. The Prophet (peace and blessings be upon him) said:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
