Answer:
It has been established for us, by the testimony of trustworthy scholars who know it, from the scholars of Yemen and others, that it is harmful, and that it contains many harms. Therefore, it is forbidden, and it is not permissible to consume it. We advise those who consume it to leave it, and we warn them, in order to preserve their health, preserve their wealth, and be safe from its harms.
Some of our brothers in Yemen hesitate regarding this, and some are lenient regarding it, but what has been established for me, by the testimony of trustworthy people who know it, is that it is very harmful, and that it is obligatory to leave it.
So we ask Allah to guide our brothers in Yemen and elsewhere to leave it and be safe from its evil.
And we advise you, O questioner, to be cautious of it. Yes.
As for the imam who eats qat, there is no harm in praying behind him; because it is a sin, and he may be one who interprets the ruling, thinking that it is permissible. So the prayer behind him is permissible. If the imam consumes qat, the prayer behind him is valid, but he should be advised to leave it; perhaps he will respond. And if it is possible for the imam to be someone who does not consume qat, that is more preferable and safer.

The Shaykh: As mentioned before: its ruling is that it is not permissible, because it is a sin. But if one consumes it and uses it believing that it is permissible, or if a scholar who considers it permissible issued a fatwa for him, he does not become an open sinner, and he does not become a sinner due to his belief; because he believes that it is permissible for him. But if one knows its badness, and knows its prohibition, and consumes it, and persists in it, he becomes a sinner, like the one who smokes and persists in it, while knowing its prohibition; he becomes a sinner. So smoking and consuming qat, all of that is something that must be left; because it is very harmful, and in its consumption there is a loss of wealth, and harm to the bodies, and consumption of what Allah has forbidden . May Allah guide us all and our other brothers to leave what Allah has forbidden .
