Question:
The questioner asks and says: In the prayer of tarawih and the night prayer in the month of Ramadan, is it permissible to recite from a small mushaf for one who has not memorized the entire Qur'an, knowing that this is done in a normal manner, without causing any movements that disrupt the prayer? We ask for a comprehensive answer in this matter. May Allah reward you with good.

Answer:
There is no harm in reading from the mushaf in the prayer of tarawih, or the night prayer of Ramadan, or in any prayer if the need arises for it. If the need arises for the mushaf, whether it is small or large, if the need arises for reading from the mushaf, then there is nothing wrong with it; because not everyone memorizes the Qur'an. So if he leads the people in tarawih or the night prayer from the mushaf, there is no harm in that.
It is established that Dhikwan (may Allah have mercy on him), the freed slave of Aisha (may Allah be pleased with her)—meaning her freed slave—used to pray with her in Ramadan from the mushaf. And whoever forbids that has no evidence. So the correct view is that there is no harm in that if the need arises for the imam to read from the mushaf, or for a person in his tahajjud at night to read from the mushaf; there is no harm in that, and praise be to Allah.
As for the obligatory prayers, what is easy suffices in them, praise be to Allah, and there is no need for the mushaf. One reads what is easy. Even if he read from the mushaf in a prayer like Fajr or others, his prayer is valid, and there is no harm in that. But praise be to Allah, the general rule is that one does not need the mushaf in the obligatory prayers; because the recitation in them is easy. But if a person needed the mushaf in the Fajr prayer because he had not memorized
Alif, Lam, Mim. The revealed [Qur'an]الم تنزيل
the prostration verse and
Has there come over manهَلْ أَتَى عَلَى الإِنسَانِ
[al-Insan:1], and he read from the mushaf to recite this prescribed recitation on the morning of Friday, then there is no harm in that, praise be to Allah. Yes.
