Answer:
The correct view is that the qunut is not prescribed in the Fajr prayer, nor in any other prayer, except for a specific reason. As for what some people do of performing the qunut regularly in Fajr, that is the opinion of some scholars, but it is the weaker position; because there is no evidence for it. The qunut is only prescribed when there is a reason, and it is called: the qunut for calamities. So if there is a reason, such as some disbelievers transgressing against some Muslims; then the qunut is performed to supplicate for the Muslims for victory, support, and to supplicate against the disbelievers for defeat and humiliation, as the Prophet (peace and blessings be upon him) did in his supplication against Quraysh, and his supplication against those who killed the reciters.
So the point is: that the qunut for calamities is a prescribed matter if Muslims are transgressed against; so the Muslims perform the qunut against the enemy, and they supplicate for the Muslims for victory, support, and a good outcome, yes.
