Question:
They are asking Your Eminence for your opinion on traveling from one country to another to visit the shrine of one of the awliya (close friends of Allah)? Even if the distance is short, let the distance be, for example, one hundred kilometers, and let this wali (close friend of Allah) be, for example, one of the Companions? May Allah reward you with good.

Answer:
Traveling to visit graves is not permissible, but they are visited without traveling. A person visits the graves in his own country, he greets them, and he prays for them if they are Muslims. If they are disbelievers, he visits them for the sake of taking a lesson and admonition only, and he does not greet them; because the Prophet (peace and blessings be upon him) said:
Visit the graves, for they will remind you of the Hereafter.زوروا القبور؛ فإنها تذكركم الآخرة

And he taught his Companions (may Allah be pleased with them) when they visited the graves to say:
As-salamu ‘alaykum ahlad-diyar minal-mu’minina wal- muslimin, wa inna insha’ Allah bikum lahiqun, nas’alul-laha lana wa lakumul-‘afiyahالسلام عليكم أهل الديار من المؤمنين، والمسلمين، وإنا -إن شاء الله- بكم لاحقون، نسأل الله لنا ولكم العافية، يرحم الله المستقدمين منا والمستأخرين

And sometimes he would say in some of his words when visiting the graves:
You are our predecessors, and we are to follow you. Tomorrow we are delayed. O Allah, forgive the people of al-Baqi' al-Gharqad.أنتم لنا سلف، ونحن بكم لاحقون، غدًا مؤجلون، اللهم اغفر لأهل بقيع الغرقد
And sometimes he would say:
Peace be upon you O inhabitants of the grave! May Allah forgive us and you; you are our predecessors and we are to follow you.السلام عليكم يا أهل القبور، يغفر الله لنا ولكم، أنتم سلفنا، ونحن بالأثر

So a person greets them in this manner, in the manner that came from the Prophet (peace and blessings be upon him), and he prays for them, but without traveling. If they are far away, he does not travel to them. He visits the graves in his own country without traveling. And if he travels to a country for a benefit, for trade, or to visit a brother of his, and he wishes to visit their graves, there is nothing wrong with it, if the travel is not for their sake, but for trade, or to visit a living relative, or a friend, or for other reasons, and he wishes to visit the graves, then it is a recommended practice (sunnah). The visit is a recommended practice (sunnah); in it is admonition, in it are benefits, it reminds one of death, it reminds one of the Hereafter, as the Prophet (peace and blessings be upon him) said. But he is not allowed to travel to them if they are far away; because of the saying of the Prophet (peace and blessings be upon him):
One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).لا تشد الرحال إلا إلى ثلاثة مساجد: المسجد الحرام، ومسجدي هذا، والمسجد الأقصى

As for other mosques, places, and graves, one does not travel to them. One does not travel to any place, not a cemetery, not a rock, not al-Tur where Allah spoke to Musa (peace be upon him), nor anything else, ever. One does not travel to these things.
And when Abu Hurayrah traveled to al-Tur, Basrah ibn Abi Basrah al-Ghifari rebuked him and said: If I had known, I would not have traveled; because the Prophet (peace and blessings be upon him) said:
