This is a questioner for the program who sent an inquiry about this hadith, O Shaykh. He says: What is the criterion for enjoining good and forbidding evil? May Allah preserve you?

Answer:
I heard Allah say:
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrong and establish prayer and give zakah and obey Allah and His Messenger. Those - Allah will have mercy upon them. Indeed, Allah is Exalted in Might and Wise.وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنكَرِ وَيُقِيمُونَ الصَّلاةَ وَيُؤْتُونَ الزَّكَاةَ وَيُطِيعُونَ اللَّهَ وَرَسُولَهُ أُوْلَئِكَ سَيَرْحَمُهُمُ اللَّهُ إِنَّ اللَّهَ عَزِيزٌ حَكِيمٌ
[At-Tawbah: 71]. This is a description of the believing men and women; they enjoin what is right and forbid what is wrong. The meaning of enjoining what is right is: if you see someone who does not pray in congregation, you enjoin him to do what is right. Praying in congregation is what is right, and leaving it is what is wrong. So you enjoin him to do what is right, which is praying in congregation, and you forbid him from what is wrong, which is lagging behind it.
And if you see the one who smokes, you enjoin him to leave smoking and forbid him from smoking it. So enjoining him to leave it is enjoining what is right, and forbidding him from smoking it is forbidding what is wrong. And if you see the one who shaves his beard or shortens it, you say to him: Fear Allah and let your beard grow. This is enjoining what is right. Do not shave it; this is forbidding what is wrong. And if you see the one who is undutiful to his parents, you forbid him from that. You say to him: Fear Allah, be dutiful to your parents, treat them well, and do not be undutiful to them. So enjoining dutifulness is enjoining what is right, and forbidding undutifulness is forbidding what is wrong.
And if you see the one who drinks intoxicants, you forbid him. This is forbidding what is wrong. You say to him: Fear Allah, watch out for Allah, and leave intoxicants. This is forbidding what is wrong. And if you see the one who lets his garments hang below the ankles, you say: Fear Allah, raise your garments. Letting garments hang below the ankles is forbidden and wrong. Fear Allah, watch out for Allah. This is part of forbidding what is wrong. Yes.
