Answer: Performing wudu' along with the ghusl is better. If a person has to perform the ghusl for janabah, or if a woman has to perform the ghusl for menstruation, she should perform the wudu' for prayer. She should clean herself, and the man should clean himself, then perform the wudu' for prayer. Then he pours water over his head three times and runs his fingers through his hair, then he pours water over his body, starting with his right side, then his left. This is the recommended practice (sunnah) for janabah, for the ghusl of menstruation, and for the ghusl of Friday. He starts with the wudu', meaning: after he has cleaned himself from his urine and the like, he performs the wudu' for prayer, then he completes his ghusl by starting with the head, pouring water over it three times, then washing his right side, then his left, and then completing it. This is what is prescribed. And the Prophet (peace and blessings be upon him) used to do this in the ghusl for janabah.
However, if he intends both the ghusl and the wudu', intending both the janabah and the minor ritual impurity, and he pours water over his body once, covering it entirely with water, that is sufficient for him. But doing what the Prophet (peace and blessings be upon him) did, by performing wudu' first and then taking the ghusl, is the more complete and better option. It is necessary to clean oneself if he intends to take a single ghusl for both the wudu' and the janabah. He must clean himself from what has come out, whether urine, feces, or semen. He cleans himself, then pours water over his body, covering his body with water, and it is sufficient for him to intend both the janabah and the wudu' together. But if he only intended the janabah, then the janabah is removed, but the wudu' remains upon him; he must perform a specific wudu' for the minor ritual impurity. The perfection is to perform wudu' first after cleaning oneself, then take the ghusl. This is the perfection. Yes.
