Question:
From the Syrian Arab Republic, Damascus, a message was sent by one of the brothers, who symbolized his name with the letters (A. Y. A). He says: The Prophet (peace and blessings be upon him) said:
Those who preceded you used to take the graves of their prophets and righteous men as mosques, but you must not take graves as mosques; I forbid you to do that.ألا إن من كان قبلكم كانوا يتخذون القبور مساجد، ألا فلا تتخذوا القبور مساجد، فإني أنهاكم عن ذلك

And there are hadiths forbidding the building of mosques over graves. If a grave is found, it is our duty to level it. As for the Prophet’s Mosque, I ask Allah to grant me the visitation of it. However, whoever visits the Prophet’s Mosque finds that the grave of the Prophet (peace and blessings be upon him) is prominent and not leveled with the ground, and people sometimes pray over it. I ask, along with the other questioners: Is there a dispensation for the grave of the Prophet (peace and blessings be upon him) alone? This is not established in the texts. Please issue a ruling for us. May Allah reward you with good.

Answer:
The Prophet (peace and blessings be upon him) was buried in his house so that people would not be led astray by it. The Companions saw that he should be buried in the house so that his grave would not be made into a mosque. This is the best course of action. However, when the Amir al-Mu’minin—Al-Walid ibn ‘Abd al-Malik in the last part of the first century—expanded the Prophet’s Mosque (peace and blessings be upon him), he included the chamber in the mosque. From that time, it entered the mosque. Otherwise, he is buried in his house (peace and blessings be upon him), so no one among the people has a proof in this matter; because he (peace and blessings be upon him) was not buried in the mosque, but rather in his house, and the entire chamber was included.
As for people, it is not permissible for them to be buried in mosques. The Messenger (peace and blessings be upon him) cursed whoever did that. He said:
Allah cursed the Jews and the Christians that they took the graves of their prophets as mosquesلعن الله اليهود، والنصارى اتخذوا قبور أنبيائهم مساجد

Therefore, burial in mosques is not permissible, and building mosques over graves is not permissible. All of this is reprehensible, and the Prophet (peace and blessings be upon him) cursed whoever did it.
Therefore, it is obligatory to be cautious of that. As for the grave of the Prophet (peace and blessings be upon him), he was not buried in the mosque, but in his house. However, during the expansion, it was included in the mosque. This was one of the mistakes of Al-Walid, may Allah forgive him. Yes.
