The Ruling on Traveling to the Lands of Disbelievers for Tourism and Trade

Machine translationRead the Arabic original
Question:
Is it permissible to travel to the lands of disbelievers for the purpose of trade, and likewise to the communist countries?

Answer:
It is not permissible to travel to the lands of disbelievers: neither for trade nor for tourism. As for traveling for the sake of knowledge and calling people to Allah and teaching people good, if one is a scholar with insight and mindfulness of Allah, and does not fear for himself, then there is no harm in traveling for the sake of calling people to Allah and gaining knowledge, guiding people to good, and advising the Muslims there and the Islamic minorities. However, if it is for sightseeing and tourism or for trade, he is in danger. The Prophet (peace and blessings be upon him) said:
I am not responsible for any Muslim who stays among polytheistsأنا بريءٌ من كل مسلمٍ يُقيم بين المشركين
Sunan Abi Dawud 2645
, so the danger is great.
Migration is obligatory from their lands to the lands of Islam, except for one who manifests his religion. If he manifests his religion and calls them to Allah and teaches them good, then there is no harm.
As for traveling for trade without knowledge and calling to Allah, or for tourism and sightseeing, or for other matters, or for seeking knowledge when one is not qualified: such as a young man in high school, or in the higher division, but he does not have the knowledge that protects and safeguards him; then it is not permissible for him to travel.
One should not be deceived by the large number of travelers. It is not befitting for a person of sound mind to be deceived by that. Most of creation engage in what harms them. One should be cautious, praise his Lord for well-being, and remain in his safe place: learning knowledge, calling to Allah, and cooperating with his brothers in good. If he acquires sufficient knowledge and wants to call to Allah in the Islamic minorities and call people to good, then there is no harm, if he has knowledge, and he has mindfulness of Allah, and he has caution regarding the enemies of Allah. We ask Allah for safety.
