Question:
What is the ruling on one who is negligent in defending the banner of Islam and defending the homeland? Is he considered a disbeliever or an apostate?

Answer:
No, he is a sinner; if he delays, he is a sinner; because it is obligatory for him to participate. Allah says:
And prepare against them whatever you are able of powerوَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
[Al-Anfal: 60], and He says:
Take your precautionsخُذُوا حِذْرَكُمْ
[An-Nisa: 71], and the Prophet (peace and blessings be upon him) said:
And when you are called to mobilize, then mobilizeوإذا استُنفرتم فانفروا
, and the Lord, Exalted and Majestic, says:
If you do not go forth, He will punish you with a painful punishmentإِلَّا تَنْفِرُوا يُعَذِّبْكُمْ عَذَابًا أَلِيمًا
[At-Tawbah: 39].
So it is obligatory, when the need arises for this, to mobilize and to respond to the call to mobilize from the state that is against the usurper, against the oppressor, and against the enemy. If he delays and shows cowardice, he becomes a sinner thereby; he does not become a disbeliever, he becomes a sinner.
