[Al-Najm:4]?

It is well known that he (peace and blessings be upon him) was given the Qur'an and what is like it with it, as he (peace and blessings be upon him) said. So he conveys the message of Allah and His Shari'ah, not his own opinion:
By the star when it descends,وَالنَّجْمِ إِذَا هَوَى ۝
[An-Najm 53:1]
Your companion has not gone astray, nor has he lied Nor does he speak from his own desire It is nothing but a revelation revealed [Al-Najm:1-4].
Some scholars have mentioned that he (peace and blessings be upon him) may have exercised independent legal reasoning, as happened on the day of Badr. However, Allah alerts him to the error if he exercises independent legal reasoning. But this is a matter of consideration; it may have been in a matter where he thought it was part of the religion that came down, and he believed it was prescribed, then he (peace and blessings be upon him) was alerted that it was not so, and that the obligatory thing was not to take the ransom, but Allah permitted them to do so .
So the conclusion is that the statement that he (peace and blessings be upon him) could exercise independent legal reasoning is a matter of consideration. The apparent meaning of the Noble Qur'an is that he (peace and blessings be upon him) did not speak except by revelation. He exercises independent legal reasoning in judging between people according to the path of the Shari'ah, just as he said regarding judgment:
And I only judge according to what I hearوإنما أقضي على نحو ما أسمع
Sunan ad-Daraqutni 26:117
. This is judgment based on revelation; because he judges by the two witnesses and the oath, and this is from revelation, from the Shari'ah.
So the conclusion is that his (peace and blessings be upon him) independent legal reasoning which is based on applying the Shari'ah is from revelation. As for independent legal reasoning that is not based on applying the Shari'ah, the apparent meaning of the text is contrary to that. The apparent meaning of the Noble Qur'an is contrary to that, and that he does not exercise independent legal reasoning that is not built upon the legal principles.
