Answer:
Racing for the purpose of learning is permissible:
And prepare against them whatever you are able of power and of steeds of warوَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ
[Al-Anfal:60]. If his intention is to learn so that he can practice for jihad, and his intention is good, then there is no harm. However, if his intention is joking and play, then it is permissible as one of the permissible things.
