Regarding the previous hadith, which is his saying (peace and blessings be upon him):
If you had not sinned, Allah would have brought forth a people who would sin and then seek forgiveness.لو لم تُذْنِبُوا لأتى الله بقومٍ يُذْنِبون فيستغفرون
, what is the meaning of this hadith?

Answer:
It is to be understood on its apparent meaning: that Allah (Exalted and Majestic is He) created people who sin so that the effects of His mercy, pardon, and forgiveness, as well as the effects of His retribution, may become manifest. He, the Exalted, is Merciful, Loving, and Severe in punishment, as He the Exalted said:
(49) [O Muhammad], inform My servants that it is I who am the Forgiving, the Merciful. (50) And that it is My punishment which is the painful punishment.نَبِّئْ عِبَادِي أَنِّي أَنَا الْغَفُورُ الرَّحِيمُ ۝ وَأَنَّ عَذَابِي هُوَ الْعَذَابُ الأَلِيمُ
[al-Hijr: 49-50], and He the Exalted said:
The forgiver of sin, acceptor of repentance, severe in punishmentغَافِرِ الذَّنْبِ وَقَابِلِ التَّوْبِ شَدِيدِ الْعِقَابِ
[Ghafir: 3]. If they had all been Muslims, with no disbeliever or sinner among them, the effects of mercy, pardon, and forgiveness would not have been manifest.
