There is no fixed criterion, except seeking what is beneficial, such as waiting for some relatives to attend the funeral prayer, or because the one performing the washing is delayed, or because of the shroud. The Sunnah is to hasten with it; the Prophet (peace and blessings be upon him) said:
Hasten with the funeral (procession), for if the person was righteous then you are advancing him towards goodأسرعوا بالجنازة، فإن تكن صالحةً فخيرٌ تُقدِّمونها إليه
