The brother M. M. from Algeria sent us a question in which he says:
Q: What is the ruling on dealing with the people of major sins, such as sodomy, unlawful sexual intercourse, and other sins for which the texts have issued severe warnings for whoever commits them? Is it permissible to speak with the people of these crimes? Is it permissible to greet them? And is it permissible to keep their company with the intention of reminding them of the warning of Allah and His painful punishment, if there are signs of repentance in them?

A: Whoever is accused of these sins must be advised and warned against them and their bad consequences, and that they are among the causes of the sickness, hardness, and death of hearts. As for whoever displays them and openly commits them, it is obligatory to carry out their prescribed punishment and to refer their case to the authorities. It is not permissible to keep their company or sit with them; rather, they must be boycotted so that perhaps Allah will guide them and bestow upon them repentance, unless the boycott increases their evil.
So it is obligatory to always disapprove of them in a good manner and with continuous advice until Allah guides them. It is not permissible to take them as friends; rather, one must continue to disapprove of them and warn them of their ugly deeds. It is obligatory for the authorities in Islamic countries to take strict measures against them and to carry out the prescribed punishments of the Shari'ah. It is obligatory for whoever knows their conditions to assist the state in this; for Allah the Exalted said:
cooperate in righteousness and pietyوَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى
[Al-Ma'idah: 2] and He said (peace and blessings be upon him):
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrongوَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ
[At-Tawbah 9:71]
the verse... [At-Tawbah: 71] and He said (Glorified and Exalted is He):
(1) By time, (2) Indeed, mankind is in loss, (3) Except for those who have believed and done righteous deeds and advised each other to truth and advised each other to patience.وَالْعَصْرِ ۝ إِنَّ الْإِنْسَانَ لَفِي خَسِرَ ۝ إِلا الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ وَتَوَاصَوْا بِالْحَقِّ وَتَوَاصَوْا بِالصَّبْرِ
[Al-Asr: 1 - 3].
And the saying of the Prophet (peace and blessings be upon him):
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه، وذلك أضعف الإيمان
Sahih Muslim 49a
narrated by Imam Muslim in his Sahih, and his saying (peace and blessings be upon him):
The religion is sincere adviceالدين النصيحة
It was said, "Who, O Messenger of Allah?" He said:
To Allah, to His Book, To His Messenger, and to the leaders of the Muslims and their masses.لله ولكتابه ولرسوله ولأئمة المسلمين وعامتهم
Sahih Muslim 55a
Muslim also narrated it. The verses and hadiths in this meaning are numerous.
We ask Allah to rectify the conditions of the Muslims, and to grant them understanding in the religion, and to make them successful in advising one another to truth and patience upon it, and to unite their word upon guidance and rectify their authorities. He is the best of those asked.
