Q: What is the ruling on offering the greeting of peace to a person speaking on the phone if it is not known whether he is a Muslim or not?

A: Its ruling is the same as the ruling on meeting someone. If you know that he is a disbeliever, do not initiate the greeting to him. However, if you do not know, there is no prohibition in doing so. And success is from Allah.
