He also asks and says: How should one treat a neighbor who abandons prayer and is not committed to the teachings of the pure Islamic religion?
Answer: He should be advised and directed toward good, taught, and rebuked for his neglect of the prayers; for this is the concern of the believer. The believer is the brother of the believer; he advises him, commands him to do what is right, and forbids him from doing what is wrong, and he is patient with the harm in doing so. If he succeeds and Allah guides his neighbor, praise be to Allah. Otherwise, he deserves that his supplication not be answered, that he not be greeted with the salam, and that the salam not be returned to him, as a form of disapproval; for this boycott is a type of discretionary punishment, a type of discipline, and a type of disapproval when admonition and advice do not benefit. If there is a body for enjoining good and forbidding evil in the town, or a righteous ruler who assists in good, the matter should be referred to them. Yes.
