This is Muhammad ibn Shai' ibn Muhammad ibn Idris from the South, the land of Qahtan. He sent this message and requested that it be presented to your Eminence. He says: Many matters and various opinions have arisen regarding the fatwa on women's gold. Many women possess gold worth more than fifty thousand riyals, which they wear for adornment, and sometimes they do not wear it more than once a year. So the question is: What is the decisive opinion? Is zakat obligatory on it, or is it not obligatory? Please inform us; may Allah reward you.
Answer: The scholars, may Allah have mercy on them, both past and present, have differed on the obligation of zakat on women's adornments that are worn or lent out. The correct of the two opinions in this matter is that zakat is obligatory on it; because the general evidences encompass the adornments worn by women, and there are also specific evidences indicating this. So the correct of the scholars' opinions is that zakat is obligatory on adornments if they reach the nisab and a lunar year has passed over them.
As for the statement of those who say that zakat is not obligatory on it, that is the weaker opinion. This is the correct view. Among the evidences for this is the saying of the Prophet (peace and blessings be upon him):
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them. Whenever these cool down, (the process is) repeated during a day the extent of which would be fifty thousand yearsما من صاحب ذهبٍ ولا فضة لا يؤدي زكاتها، إلا إذا كان يوم القيامة صفحت له صفائح من نار، فيكوى بها جبينه وجنبه وظهره، في يومٍ كان مقداره خمسين ألف سنة

So the Prophet (peace and blessings be upon him) said: Do you pay the zakat of this? She said: No. He said: Would you be pleased that Allah brands you with them on the Day of Resurrection with two bracelets of fire? So she threw them down and said: They are for Allah and His Messenger.أن امرأةً دخلت على النبي صلى الله عليه وسلم وفي يد ابنتها مسكتان -يعني: سواران من ذهب- غليظان، فقال النبي ﷺ: أتؤدين زكاة هذا؟ قالت: لا، قال: أيسرك أن يسورك الله بهما يوم القيامة سوارين من نار؟! فألقتهما، وقالت: هما لله ولرسوله

She used to wear ornaments of gold, so she said: O Messenger of Allah! Is this a treasure? He said: Whatever reaches the amount for which zakat is due, if it is purified with zakat, is not a treasure.أنها كانت تلبس أوضاحاً من ذهب، فقالت: يا رسول الله! أكنز هذا؟ فقال: ما بلغ أن يزكى فزكي فليس بكنز
He did not say to her, "It is not a treasure." He said:
Whatever reaches the amount for which zakat is due, if it is purified with zakat, is not a treasure.ما بلغ أن يزكى، فزكي فليس بكنز
This indicates that adornments are a treasure for which one is punished if they are not purified with zakat.
So it is obligatory for women to pay zakat on what reaches the nisab, and that is one-quarter of a tenth. If a woman has adornments that reach, meaning: their weight is fifty thousand, meaning they reach the equivalent of fifty thousand in gold, or the value of fifty thousand, she pays zakat.
So the conclusion is: If adornments reach the nisab, zakat is obligatory on them. The nisab is eleven dinars and three-sevenths of a dinar, meaning: half a dinar. Specifically, it is eleven and a half dinars. This is the nisab: twenty mithqals, and in grams, it is eighty-two grams. If it reaches the nisab, it is purified with zakat. If it is less than this, there is no zakat on it. This is the obligation every year. Yes.
