The answer: For one who missed the Fajr sunnah, it is prescribed for him to perform it afterwards. If he prays it after the sun has risen and become high, that is better; because it is authentic from the Prophet (peace and blessings be upon him) that he commanded this. If he prays it after the Fajr prayer, that is permissible for him; because it is established from the Prophet (peace and blessings be upon him)
That he saw a man praying after the prayer, so he said to him: Do you pray Fajr four rak'ahs? He said: O Messenger of Allah! It is the Fajr sunnah, I did not pray it before the prayerأنه رأى رجلاً يصلي بعد الصلاة، فقال له: أتصلي الصبح أربعاً؟ فقال: يا رسول الله! إنها سنة الفجر لم أصلها قبل الصلاة
and the Prophet (peace and blessings be upon him) remained silent regarding him. This indicates that there is no harm in making it up, and it becomes an exception to the hadith:
No prayer after Fajr... No prayer after the dawnلا صلاة بعد الفجر.. لا صلاة بعد الصبح
If he delays it until the sun rises, that is better. But some people may forget it if they delay it, so if he prays it immediately after the prayer, there is no blame on him, if Allah wills. Yes.
