The Ruling on Female Circumcision

He says in his letter: What is the ruling on circumcising girls? It is necessary to do so in our place, and some people have told me that it is not permissible because it involves mutilation or torture. What is the ruling on that?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, upon his family and his Companions, and upon those who follow his guidance.
Answer: To begin with, circumcision for girls is a confirmed recommended practice (sunnah muakkadah), and likewise for men, it is a confirmed recommended practice (sunnah muakkadah). A group of scholars has held that it is obligatory for men, and this is a strong opinion. Men should be circumcised, and one should not be lax in this matter. Likewise, it is recommended to circumcise women if it is facilitated by a female circumciser who knows how to do it, or a male circumciser. Yes.
