Circumcision is a confirmed recommended practice, and some scholars have held it to be obligatory, as Ibn 'Abbas and a group of scholars stated that it is obligatory for men; based on the saying of the Prophet (peace and blessings be upon him):
The fitrah consists of five thingsالفطرة خمس
meaning: the Sunnah is five:
Circumcision, pubic shaving, trimming the mustache, clipping the nails, and plucking the armpit hairالختان، والاستحداد، وقص الشارب، وقلم الظفر، ونتف الإبط

So circumcision is among the most emphatic recommended practices. It is the cutting of the foreskin on the head of the penis so that the glans, which is the tip of the penis, emerges and is exposed. It is a foreskin that is known and recognized by circumcisers. It is better to cut it while the child is young, because cutting it while young is easier. It is not permissible to delay it until he reaches puberty; rather, it is obligatory to hasten to do it before he reaches puberty. The younger the child is, whether in the state of breastfeeding or at the beginning of birth, on the seventh day or after, the easier it is.
It is a confirmed recommended practice, and some scholars have held it to be obligatory for men. It is also a recommended practice for women, if a circumciser who knows how to do it, or a female circumciser who knows how to do it, is available. It is a recommended practice for women as well, but it is more emphatic for men. For this reason, some scholars have held it to be obligatory for men. The people of Islam should maintain this and strive to do so. Yes.
