Answer: You have done well in advising him and continuing to do so. As for his persisting in abandoning prayer and not being guided to accept the advice, that is up to Allah (Glorified and Exalted is He), for He guides whom He wills and misguides whom He wills. So you must supplicate to Him for him frequently for guidance, and likewise the mother should supplicate for his guidance: that Allah will guide him and turn him back to the right path. Do this in prostration at the end of the prayer, and at times when supplication is likely to be answered, such as the last part of the night, or between the adhan and the iqamah, perhaps Allah will guide him and perhaps Allah will accept your supplication and the mother's. As for boycotting, it is obligatory to boycott him as long as he does not accept; it is obligatory to boycott him and cut him off, perhaps he will benefit from this boycott and perhaps Allah will guide him through it. Do not take him as a companion who is your eating or drinking partner, and do not accept his invitation if he is in another house and invites you. Rather, show him your boycott and hatred until Allah Mighty and Majestic guides him. Likewise, the mother must disapprove of him and she must hate him for the sake of Allah, and she must boycott him until Allah guides him; because abandoning prayer is major shirk (associating partners with Allah) in the correct opinion of the scholars.
