Question:
If I have a brother or sister who does not pray except in Ramadan, and I have advised him or her about prayer several times, but he or she did not accept the advice, is it permissible for me to boycott him or her and not return the greeting, even though he or she is several years older than me? And is this considered severing family ties or not?

Answer:
This is what is prescribed, and this is the Shari'ah boycott; it does not involve severing ties. Rather, this is part of forbidding evil and striving in the path of Allah. Boycotting the people of sins is a prescribed matter. If you have advised him and exerted effort in that, but it did not benefit him, then he is a disbeliever by this abandonment, according to the most correct of the scholars' opinions, even if he does not deny its obligation. He deserves to be boycotted, to be kept away from, and to have ties severed with him until he returns and repents from this action of his. This is based on the saying of the Prophet (peace and blessings be upon him):
Between man and polytheism and unbelief is the abandonment of salat.بين الرجل وبين الشرك والكفر ترك الصلاة

narrated by Imam Muslim. And based on his saying (peace and blessings be upon him):
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة فمن تركها فقد كفر
