The Messenger of Allah (peace and blessings be upon him) said: “If any one of you wishes to praise his brother, let him say: I think so-and-so is such-and-such, and let no one declare another pure in the sight of Allah, for Allah is sufficient for him.” Does this hadith indicate that every person who wishes to praise his brother must say: “I think so-and-so is such-and-such” … to the end of the hadith?

The hadith is valid and this is explicit in it; the valid hadith and this is explicit in it. However, its apparent meaning is that it is recommended, because what is established from the Prophet (peace and blessings be upon him) is that he gave zakah with certainty, and he did not say, "I think it is so and so." So the matter in this is broad, if Allah wills. And if he says, "I think it is so and so," then that is better. The Prophet (peace and blessings be upon him) said to 'Umar (may Allah be pleased with him) :
Whenever you take a path, Satan takes a path other than yoursإنك ما سلكت فجاً إلا سلك الشيطان فجاً غير فجك

. And he did not say, "I think you are so and so," (peace and blessings be upon him). And he praised al-Siddiq (may Allah be pleased with him) with things, and he did not say, "I think he is so and so." And he said regarding 'Abdullah ibn 'Umar that he is a righteous man, mentioning that he used to pray at night, among other things. This indicates that if one speaks generally about what he knows, there is no harm, and if he says, "I think it is so and so," that is better.
