Answer: Everyone who has knowledge calls to it. If he has knowledge and insight into something, he calls to it, even if he is not among the scholars, but within the limits of his knowledge. For example, warning against zina (unlawful sexual intercourse); zina is well known. Warning against liwat (sodomy), warning against khamr (intoxicants), calling one who drinks intoxicants to repent to Allah. This does not require scholars; this is known by the general public and the specialists. Warning against ghibah (backbiting) and namimah (talebearing), encouraging people to pray in congregation in the mosques, encouraging people to be dutiful to their parents, maintain family ties, and avoid undutifulness to parents. These are matters known to both the specialist and the general public. But as for the issues that are hidden from him, and he has no knowledge of them, he does not speak about them. It is not permissible for him to speak about something he does not know. Yes.

The Shaykh: A scholar is one who has good knowledge of the words of Allah and the words of His Messenger (peace and blessings be upon him), and knowledge of the meaning of the words of Allah and the words of His Messenger (peace and blessings be upon him); because he studied under the people of knowledge, and he gained insight and understanding in the religion, and he became known for that, and he became famous among the Muslims for his knowledge and virtue, not merely by claim, but he became famous among the Muslims and the people of knowledge for his knowledge and virtue. So, he is called a scholar, and the group is called scholars, if they are known for their great knowledge of the Great Qur'an and the pure Sunnah, and the people know them for that from among the people of knowledge, and they point to them and guide to them. And by this, the general public are on the right path regarding these matters, when they hear that from the people of knowledge who know them: that so-and-so is among the people of knowledge, and that it is good to take his fatwa (scholarly legal ruling), and to benefit from him.
