Question:
This questioner is a university student. In his written question, he says briefly: “Your Eminence! What are the means of assistance for the one who calls to Allah ? And is the call specific to certain people? I want to call to Allah with wisdom and insight, but my knowledge of religious matters is very limited. Please guide me in this regard, Your Eminence, in light of this question?”

Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows.
The call to Allah, the Exalted, is the methodology of the Messengers (peace and blessings be upon them), for Allah sent them as callers to the truth and guides for creation with what He revealed to them . At their head is their seal and their imam, our Prophet Muhammad (peace and blessings be upon him). Allah said to him:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[Al-Nahl: 125]. And He, the Exalted, said:
Say, "This is my way; I invite to Allah with insight, I and those who follow me. And exalted is Allah; and I am not of those who associate others with Him."قُلْ هَذِهِ سَبِيلِي أَدْعُوا إِلَى اللَّهِ عَلَى بَصِيرَةٍ أَنَا وَمَنِ اتَّبَعَنِي وَسُبْحَانَ اللَّهِ وَمَا أَنَا مِنَ الْمُشْرِكِينَ
[Yusuf: 108].
The means of the call are directing people to good through oratory, sermons, writing, private conversation, by telephone, and by any path that conveys the caller to the truth to those being called. There is no limited limit for this. Rather, whenever it is possible for the caller to Allah (Exalted and Majestic is He) to use any path that conveys the truth, from what Allah has permitted and what Allah has prescribed, he should do so. For the intended goal is conveying the truth to people, striving for their guidance, and their acceptance of the truth, through the verses of the Qur'an and the Prophetic hadiths. He admonishes them with the verses of Allah, recites to them the Book of Allah, recites to them the Sunnah, and explains the meaning to them according to his ability.
However, he has no right to call except with knowledge. One who does not have knowledge has no right to call based on ignorance.
Say, "This is my way; I invite to Allah with insightقُلْ هَذِهِ سَبِيلِي أَدْعُوا إِلَى اللَّهِ عَلَى بَصِيرَةٍ
[Yusuf: 108] The meaning is: with knowledge. So the ignorant person strives until he learns. When he has learned and is on insight, he calls others according to what he has of knowledge and insight. As for the ignorant, it is not permissible to call. It is not permissible for the ignorant person to call while he is ignorant; rather, that is forbidden. Allah, the Exalted, said:
Say, "My Lord has only forbidden immoralities - what is apparent of them and what is concealed - and sin, and oppression without right, and that you associate with Allah that for which He has not sent down authority, and that you say about Allah that which you do not know."قُلْ إِنَّمَا حَرَّمَ رَبِّيَ الْفَوَاحِشَ مَا ظَهَرَ مِنْهَا وَمَا بَطَنَ وَالإِثْمَ وَالْبَغْيَ بِغَيْرِ الْحَقِّ وَأَنْ تُشْرِكُوا بِاللَّهِ مَا لَمْ يُنَزِّلْ بِهِ سُلْطَانًا وَأَنْ تَقُولُوا عَلَى اللَّهِ مَا لا تَعْلَمُونَ
[Al-A'raf: 33]. He made speaking without knowledge above the rank of shirk (associating partners with Allah) (may Allah grant us safety). And He said in describing Satan:
He only orders you to evil and immorality and to say about Allah what you do not know.إِنَّمَا يَأْمُرُكُمْ بِالسُّوءِ وَالْفَحْشَاءِ وَأَنْ تَقُولُوا عَلَى اللَّهِ مَا لا تَعْلَمُونَ
[Al-Baqarah: 169].
It is obligatory for the callers to Allah (Exalted is He) to be on insight, to have knowledge, and to advise one another in the good, permissible paths and means that convey the truth to those being called and clarify it to them through recitation, writing, and other things that facilitate conveying the truth to them. The caller has a reward like that of the one whom Allah guided through his hands, as he (peace and blessings be upon him) said:
One who guides to something good has a reward similar to that of its doer.من دل على خير؛ فله مثل أجر فاعله

If anyone summons other to follow right guidance, his reward will be equivalent to that of the people who follow him, without their rewards being diminished in any respect on that accountمن دعا إلى هدى؛ كان له من الأجر مثل أجور من تبعه، لا ينقص ذلك من أجورهم شيئًا

People are in need of the call. In fact, it is a dire necessity for the call in every time. However, some people are in greater need than others, in cities and villages. Those who have scholars and those who have guides have less need than those who have no one.
So it is upon the scholars, wherever they are, to direct people, guide people to the truth, and make them see the religion of Allah . They have rewards like those of the ones whom Allah guided through their hands. And it is upon them to turn to the countries and villages that have no callers, so that they fulfill the obligation according to their ability. And so with the Arab tribes that have no one to direct them to good, it is obligatory for the rulers to direct callers to them so that they make them see and guide them to the truth. Yes.
