Question:
Umm Khalid from Iraq says: My husband fasts and prays, but he does not believe in vows. He makes excuses based on his financial situation and says: "You do not have to fulfill your vow, and I will bear the sin for you."
I have a fixed income of more than one hundred dinars per month, as I work as a teacher in a secondary school.

Answer:
The answer to this has been given previously. There is no obedience to a created being in disobedience to the Creator. The Messenger (peace and blessings be upon him) says:
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه
Sahih al-Bukhari 6696
Thus he (peace and blessings be upon him) said:
Whoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.من نذر أن يطيع الله فليطعه، ومن نذر أن يعصي الله فلا يعصه

Al-Bukhari narrated it in his Sahih.
So if you have vowed an act of worship to Allah, which is the sacrifice mentioned earlier for charity to the poor, then fulfill it whenever you are able from your wealth, your livelihood, or otherwise. If you are unable, it is postponed until you are able, as Allah (Glorified and Exalted is He) said:
And if someone is in hardship, then [let there be] postponement until [a time of] easeوَإِنْ كَانَ ذُو عُسْرَةٍ فَنَظِرَةٌ إِلَى مَيْسَرَةٍ
[al-Baqarah: 280]. And if your livelihood allows you to buy the sacrifice you vowed, then buy it from your livelihood, or from other than your livelihood, according to your ability. Yes.
