Yes, he praises Allah verbally. It is established that the Prophet (peace and blessings be upon him) heard someone sneeze and praise Allah, so he said:
I have seen such and such of the angels, all of them competing to write it downلقد رأيت كذا وكذا من الملائكة كلهم يبتدرونها أيهم يكتبها
or as he (peace and blessings be upon him) said. There is no harm in this; because praise is of the same kind as the acts of prayer. So if he praises Allah when he sneezes, he is following the Sunnah. Yes.

The Shaykh: He does not respond to the sneeze, no; because the response to the sneeze is speech between human beings, and it involves addressing the person (may Allah have mercy on you).
