The listener Yusuf 'Umar Yusuf Qalwus asks and says: Is this hadith:
Whoever introduces a good sunnah (recommended practice) in Islam, he will have its reward and the reward of whoever works by it after him, without anything being deducted from their rewards. And whoever introduces a bad sunnah (recommended practice) in Islam, he will have its sin and the sin of whoever works by it after him, without anything being deducted from their sins.من سن سنة حسنة فله أجرها وأجر من عمل بها، ومن سن سنة سيئة فله وزرها ووزر من عمل بها
What does this mean—may Allah reward you with good—if it is a hadith? And how can religious innovation be good?
May Allah reward you with good.

Answer:
The hadith is authentic; Muslim narrated it in his Sahih. Its meaning is:
He who sets a good precedent in Islamمن سن في الإسلام سنة حسنة
Sahih Muslim 1017a
That is, he made them manifest, revived them, and clarified them for the people when they were heedless of them or ignorant of them. The intention is not innovation; innovation is prohibited, and innovation is blameworthy. The Messenger of Allah (peace and blessings be upon him) said in an authentic hadith:
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملًا ليس عليه أمرنا فهو رد

And he (peace and blessings be upon him) said:
Every innovation is misguidance.كل بدعة ضلالة

So the intention of the hadith is not bid'ah (religious innovation), but rather the intention is reviving the sunnah (recommended practice), making it manifest, and explaining it to the people. The cause of the hadith indicates this; for the cause of the hadith is that he—peace and blessings be upon him—preached to the people and called them to charity. So some of the people came with a charity of paper, of silver, such that his hand almost could not hold it. So the people followed one another when they saw it. So he said at that time—peace and blessings be upon him:
Whoever introduces a good sunnah (recommended practice) in Islam, he will have its reward and the reward of whoever works by it after him, without anything being deducted from their rewards. And whoever introduces a bad sunnah (recommended practice) in Islam, he will have its sin and the sin of whoever works by it after him, without anything being deducted from their sins.من سن في الإسلام سنة حسنة كان له أجرها وأجر من عملها من بعده لا ينقص من أجورهم شيئًا، ومن سن في الإسلام سنة سيئة كان عليه وزرها ووزر من عملها من بعده لا ينقص من أوزارهم شيئًا
.
So the intention of the good sunnah (recommended practice) is: making the sunnah (recommended practice) manifest and reviving it, and calling to it by word and deed. The intention is not bid'ah (religious innovation). Yes, by the consensus of the Muslims.
