Question:
He has a long question about innovations; the good innovation and the non-good one. He says in it: Do good innovations and bad innovations exist? There is no good in innovations; they are all misguidance, as the Prophet (peace and blessings be upon him) said:
And every religious innovation (bid'ah) is misguidanceوكل بدعة ضلالة
This is a great statement, and a comprehensive great principle, said by the Prophet (peace and blessings be upon him). An innovation is what people introduce in the religion; acts of worship that Allah has not legislated are called innovations. For example, introducing something in the prayer that Allah has not legislated, such as raising the hands between the two prostrations, or at the end of the prayer, or after the taslim of the obligatory prayer. This is an innovation that Allah (Exalted and Majestic is He) has not legislated. For example, introducing celebrations for the Mawlid. This is an innovation for which Allah has not sent down any authority. For example, introducing building on graves and making mosques on them. This is also among the innovations, and the like of what people have introduced.
And the principle is: that everything people introduce in the religion and call obedience and nearness, which has no basis in the Shari'ah, is called an innovation.
As for what some people think is a good innovation, which it is not, this is not among the innovations. For example, building mosques with cement is something new and is not called an innovation; because the Messenger of Allah (peace and blessings be upon him) ordered the building of mosques, whether they are made of clay, mud brick, stone, wood, or cement, none of which is called an innovation. Similarly, built schools and ribats are not called an innovation of misguidance, even if people call it an innovation in terms of language, in the sense that it did not exist previously. However, the Messenger of Allah (peace and blessings be upon him) ordered what benefits people; he ordered education and ordered the maintenance of mosques. So if people build a mosque with cement, or build a school, or a ribat for the poor, or for immigrants, or for strangers, there is no harm. None of this is called a bad innovation; these are matters of the Shari'ah, because they benefit the Muslims and do good to them, in obedience to the command of Allah (Glorified and Exalted is He) in the command to benefit the Muslims, do good to the poor, and teach the ignorant, whether the teaching is in the mosque or in the school. This is not among the innovations from which the Prophet (peace and blessings be upon him) warned, even if it is called an innovation in terms of language, as 'Umar (may Allah be pleased with him) said regarding tarawih: "What a good innovation," meaning in terms of language; because he arranged them behind one imam every night, so he called it an innovation in terms of language; because in the time of the Prophet (peace and blessings be upon him), they used to pray in groups, each group by itself. The Prophet (peace and blessings be upon him) prayed with them for three nights and then left them, and said:
I was afraid that (my observing prayer continuously) might make the night prayer obligatory for youإني خشيت أن تفرض عليكم صلاة الليل

or he said:
I fear that the night prayer would be made obligatoryإني أخاف أن تفرض صلاة الليل
When the time of 'Umar came, he gathered the people behind one imam to pray tarawih with them, and said: "What a good innovation," meaning in terms of language, whereas in reality it is a sunnah, a sunnah that the Prophet (peace and blessings be upon him) practiced and encouraged.
So likewise the ribats and schools that people do, like education, and likewise what is called institutes, and likewise what is called academies for people to memorize the Qur'an for them, or the like of that with different names, or secluded places, or according to the difference of people in names. All of that is what benefits people, and is not among the innovations. Rather, it is from the chapter of cooperation in righteousness and piety, and from the chapter of striving to teach people good and gathering them in places that protect them and protect the tools of education. And this is not from the chapter of innovations.
As for his saying (peace and blessings be upon him) in the authentic hadith:
Whoever introduces a good Sunnah in Islam, he will have its reward and the reward of whoever works with it after him, without anything being deducted from their rewardsمن سن في الإسلام سنة حسنة كان له أجرها وأجر من عمل من بعده لا ينقص من أجورهم شيئًا
This means: manifesting the Sunnahs. Meaning: manifesting the worship that became hidden and people did not know it. So the one who manifests it for people, and makes it a Sunnah for people, has a great reward; because he revived the Sunnahs. And it does not mean: that he innovates in the religion what Allah has not permitted; because Allah has blamed the one who did that, and said:
Or have they other deities who have ordained for them a religion to which Allah has not consented?أَمْ لَهُمْ شُرَكَاءُ شَرَعُوا لَهُمْ مِنَ الدِّينِ مَا لَمْ يَأْذَنْ بِهِ اللَّهُ
[Al-Shura: 21] And he (peace and blessings be upon him) said:
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد
