Is the takbir of entering prayer sufficient for one who catches the imam in ruku'?

Question:
Salih ibn Muhammad al-Salih from Sudair says in his letter:
In the name of Allah, the Most Gracious, the Most Merciful.
Your Eminence, Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, may Allah preserve him and prolong his life with increased righteous deeds and benefit for the Muslims. After that: I am asking you about matters that concern me in prayer, hoping to find from you satisfactory, sufficient, and detailed answers. May Allah guide you.
He says in the first question: What is the ruling on one who finds the imam in ruku' in the air, so he says the takbir of entering prayer, then incorporates the takbir of ruku' into it? Is his prayer valid or not?
Answer:
In the name of Allah, the Most Gracious, the Most Merciful.
Praise be to Allah, Lord of the worlds, and may Allah send prayers and blessings upon His servant and Messenger Muhammad, and upon his family and all his Companions. As for what follows:
If one catches the imam in ruku', the first takbir suffices for him, meaning: the first takbir, according to the most correct of the scholars' opinions; because it is the great obligation, and it is the greatest pillar, and the prayer does not become valid except with it. As for the takbir of ruku', some said it is obligatory, and some said it is a recommended practice, so it is lower in status than the first takbir. If the time is tight, the first takbir, which is the great one and the pillar, suffices in place of the second takbir, the takbir of ruku'. If he performs both, that is better and more cautious. Then he bows, saying the first takbir while standing, then he says the takbir while lowering himself for ruku'. This is the perfection. If he does not say the second takbir and limits himself to the first, that suffices for him according to the correct opinion. Yes.
