He should lie down one hour before Fajr, or one hour before the adhan, so that he benefits from it and makes use of it. Or he should instruct those around him from his family to wake him up. He must exert the means, either by instructing his family to wake him, or by setting an alarm clock if he has one. He should sleep early so that he gets his share of sleep. These are the means. Yes, along with asking Allah for help and success. Yes.
