Question:
This questioner, your brother (A. T. H.), asks: What is the ruling on performing wudu' while bathing and pouring water over the entire body? And does the ruling differ if one is in a state of janabah or otherwise?

Answer:
For the one in a state of janabah and the menstruating woman, the sunnah (recommended practice) is to begin with wudu', the wudu' prescribed by the Shari'ah, and then to pour water over the body. Likewise, in the ghusl (full ritual bath) for Jumu'ah (Friday prayer), one performs wudu' beforehand. If one did not perform wudu' beforehand, one performs wudu' afterward.
As for bathing for the purpose of cooling off—praise be to Allah—one pours water over the body, and praise be to Allah. But if it is for Jumu'ah or to remove the state of janabah, it is recommended (mustahabb) for him to begin with wudu' and then perform the ghusl prescribed by the Shari'ah.
