This is because the duration of menstruation and post-natal bleeding is long, unlike the state of major ritual impurity, where one does not recite until he performs the full ritual bath, because its duration is very short. A person in a state of major ritual impurity can perform the full ritual bath immediately and then recite, whereas the duration for a menstruating woman is long, and the duration for a woman in post-natal bleeding is long. Therefore, the correct view is that there is no blame on either of them for reciting from memory. Yes.
