She owes nothing; as long as she is unable to do so,
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[al-Taghabun:16], ...; if she is able, she has to pay an expiation of feeding one poor person for every day of the month she vowed. Yes.
