Question:
A letter reached the program from one of the listening brothers, saying: From al-Fawayzah in Buraydah, the concerned one, as he described himself (M. B. S. S. D). Our brother has a set of questions. He asks and says—and perhaps the questioner is a woman, Shaykh 'Abd al-'Aziz: Is it permissible for a person to wipe over thin socks through which the skin is visible, or is it not?

Answer:
It is necessary that the socks and leather boots cover the foot from the ankle to the tips of the toes. If the socks are thin and transparent, such that the flesh beneath them is visible—its redness, blackness, or the like—then one does not wipe over them. Rather, it is obligatory to remove them and wash the foot. Wiping is only done over socks and boots that provide coverage. However, if there are minor tears in them, as known by custom, they are excused in the most correct of the scholars' opinions. A minor tear, such as the size of a thread, the tip of a finger, or the like, is excused according to the correct view.
It is recommended for the believing man and the believing woman to check the boots and socks to ensure they are covering. The tears should be sewn or patched, or they should be replaced with something that provides coverage, in order to avoid the disagreement among scholars and to be cautious regarding the religion. Indeed, prayer is the pillar of Islam; so caution is obligatory for it. As for when the tear becomes wide, it is removed and the foot is washed. Likewise, if it is transparent, it is removed and the foot is washed. Yes.
