Is it permissible to wipe over socks if they are torn or thin?

Machine translationRead the Arabic original
The Shaykh : There are conditions regarding this, so please rest. There are conditions on which the scholars have disagreed, such as the socks not having a tear, and that they not be thin, and so on. Any condition that is not indicated by the Book or the Sunnah is not accepted. Therefore, we say that it is permissible to wipe over the leather sock, for example, over the socks, even if they have tears. It is also permissible to wipe over socks if they are thin. If someone says, "It is necessary that they be thick," we say, "Bring the evidence for the eye and the head." Al-Nawawi mentioned in *al-Majmu' Sharh al-Muhadhdhab*: "Some of our companions, or our companions, narrated from 'Umar ibn al-Khattab and 'Ali ibn Abi Talib (may Allah be pleased with them both) the permissibility of wiping over thin socks." Naturally, since this report is a narration from the companions of al-Shafi'i, for example, it requires a chain of narration. However, we say that the original principle is that as long as it is called a leather sock or a sock, it is permissible to wipe over it until evidence is established for a condition that adds to the definition of a leather sock or a sock. This is a rule that a student of knowledge should understand: if the Lawgiver mentions something in general terms, adding any restriction to it requires evidence. Anything the Lawgiver mentions in general terms requires evidence to add any restriction to it. So, whoever does not bring evidence for the restriction they have imposed, it is not accepted from them.
