Praise be to Allah, and may Allah send prayers and peace upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
The scholars have explained the implication of what the Sunnah of the Messenger of Allah (peace and blessings be upon him) indicates: if a man stays in a country without a known intention, meaning he does not know whether he will stay for one day, two days, four days, or more, then he is in the ruling of a traveler. He may shorten the prayer, and he may combine prayers, and the Friday prayer is not obligatory for him; rather, he has the ruling of travelers. However, if he is alone and has no one with him, it is obligatory for him to pray with the congregation because the congregation is obligatory. So he prays the five times with the congregation, and he prays the Friday prayer with them because of the obligation of the congregation.
As for if there are two or more present, they have a choice: if they wish, they pray with the congregation and complete four rak'ahs, and they pray the Friday prayer, which suffices for them; and if they wish, they pray the midday prayer shortened. Yes.
