Answer:
Qunut in the Fajr prayer is not prescribed, nor in any other prayer except in the Witr, except in times of calamity when a calamity befalls the Muslims, such as an enemy descending upon them to fight them. In that case, the one in authority performs qunut in the prayer, in Fajr and others, supplicating for the defeat of the enemy and for victory for the Muslims, as the Prophet (peace and blessings be upon him) did. These calamities are the events that occur from enemies against the Muslims. So the Muslims supplicate against their enemy, asking Allah for victory for the Muslims and defeat for the disbelievers. Yes.
