The hadith is authentic in "al-Sahihayn" (the two authentic collections). As for the women who pluck their eyebrows: the scholars of language and obscure hadith terminology differed; some restricted it to the eyebrows, saying that it means plucking the eyebrow hair, and that plucking eyebrows is the same as plucking the hair of the eyebrows. Others said: rather, it includes the eyebrows and the entire face, and it is plucking hair from the face in general: from the cheeks and from the eyebrows.
They did not mention it except in the context of women in the hadith of the women who pluck their eyebrows. However, the implication of the cause (‘illah) may be said to include both. The hadith came regarding the women who pluck their eyebrows, but the implication of the cause—which is that it is altering Allah’s creation and disfiguring Allah’s creation—includes both of them. So it is not restricted to women, even though the hadith was revealed regarding them. The reason, and Allah knows best, is that they are accustomed to it, and they are eager for this thing. They claim that they adorn themselves with it for their husbands. Therefore, the hadith came regarding them. Otherwise, what appears is that it is general.
For this reason, tattooing is forbidden (haram) even for males. And it is mentioned in the hadith:
The women who tattooالواشمات
. If a man did it, it would be forbidden for him. So this is the issue of plucking eyebrows. What appears is that it is general, and that it is not permissible for a man to pluck his eyebrows, and likewise the hair of the face; because the cheeks are part of the beard. And it was said in "al-Qamus" and others: "The beard: what grows on the cheeks and the chin." In any case, the most severe plucking is what is related to the eyebrows.
