The Shaykh : Yes, there is no difference in that. This is a matter for which the answer can be derived from the reasoning mentioned earlier in the hadith. In reality, it appears that there is a difference of opinion among the scholars. When he (peace be upon him) said:
May Allah curse those who pluck لَعَنَ الله النامصات
, does this mean plucking the eyebrow only, excluding anything else? Or does it mean the eyebrow and the face, excluding anything else? Or is the text general? You will find some commentators mentioning the eyebrow,
May Allah curse those who pluck لَعَنَ الله النامصات
meaning with their eyebrows. You will find other commentators adding to that "and their faces." And you will find commentators other than these and those who state the ruling in general terms. This is the correct view if we look at the reasoning mentioned earlier:
Those who change the creation of Allah for the sake of beauty. المغيِّرات لخلق الله للحُسْن
. There is no difference between a woman changing Allah's creation in her eyebrow by plucking it or shaving it, and her plucking the hair on her cheeks, and her plucking the hair on her legs. All of this falls within the generality of his statement (peace and blessings be upon him):
Those who change the creation of Allah for the sake of beauty. المغيِّرات لخلق الله للحُسْن
. Therefore, let no one be misled by what he may find in some books interpreting plucking as plucking the eyebrow or the face, and then stopping there, and understanding by the opposite implication that anything else is permissible. Because in that case, he is not relying on any legal evidence whatsoever. Rather, he is contradicting the reasoning of the hadith mentioned at the end of the hadith. First, he is adding a restriction that contradicts the generality of the hadith, where he said:
May Allah curse those who pluck لَعَنَ الله النامصات
. He did not say "those who pluck with their eyebrows, with their faces, with their arms." Rather, he stated it in general terms. The general statement should be applied in its generality until a restriction comes to restrict it. Therefore, despite the fact that there is no such restriction in any of the hadiths narrated from the Messenger (peace be upon him), the reasoning mentioned at the end of the hadith confirms this generality
